Election of Officers:
- All HOA board positions are up for re-election at the Annual Meeting. There were no nominations from the floor and no requests to be added to the ballot, therefore, the current Board remains in office unopposed.
President’s Remarks:
- The September 2023 meeting minutes were approved.
- Increasing costs necessitates increasing annual dues contribution to cover budgeted expenses, therefore, Legacy annual dues will increase from $400.00 to $480.00 per lot/per year beginning in 2024. This 20% increase is within the purview of the HOA Board when deemed as necessary to meet the annual expense projections and budget reports. Our last increase of $50.00 per lot/per year was in 2017 for a road maintenance fund that generates $7,300 annually. To reward on-time payment, payments received before April 1, 2024 will be entitled to a $30.00 discount making the amount due $450.00. Payments received after the April 1st deadline will be $480.00. - All service contracts are under review.
- A repair request has been completed for the corner barrier at the intersection of Squealer Lake Trail and Button Buck Road.
- The Legacy is at the end of the third year of a five year limited warranty for road resurfacing that was conducted in October 2020. Therefore, the HOA Board is investigating options for road replacement. The cost for resurfacing the Legacy roadways is estimated to be just over $665,000 which equates to $4,600 per lot. Another option for paying for road replacement is to petition to be a Special Taxing District. To that end, the HOA board met with County Councilman, Mike Masciarelli, on September 21, 2023, to discuss the requirements and logistics for establishing a special taxing district.

Treasurer's Report:
- Thank you to all homeowners who have paid their dues on time to help the Legacy community meet the needs of its annual budget.
- Delinquent HOA Dues Letters have been sent to all homeowners currently in arrears for HOA dues. The next step is to turn unresolved issues over to the HOA's counsel for legal action.
Homeowners Forum - 3 homeowners in attendance.
- Homeowner inquired about the potential for the new development Arcadia to connect with Hunters Ridge Plantation. A possible connection may be Laconic Drive in Arcadia with Ocean Bay Drive, which ends at the intersection of Panther Parkway near the Learning Station Child Development Center. Board Response: The Legacy would not be impacted with the exception of increased traffic to and from the elementary and middle school.
