2022 Annual Meeting

 

Meeting called to order at 10:00 AM on November 19, 2022

 

Executive Board in Attendance

Michael Burrell - President

Grant Reynolds - Vice President

Debbie Tompkins - Secretary

Nikki Villa - Treasurer

Bill Petras - At-Large (Absent)

 

HOA Board elections:

  • Secretary and one At-Large position are up for re-election in addition to one vacant At-Large position.
  • There were no nominations from the floor and one mail-in nomination for At-Large member.  The mail-in nominee was not present at the meeting and therefore could not submit his request to be considered for a vote.
  • The current board will proceed with five board members.  

 President’s Remarks:

  • The September 2022 meeting minutes were approved.
  • Annual dues will remain $400 per year for 2023.  $350 will go to the general fund and $50 will go to the road fund.  The annual dues will likely increase the following year.  Our last increase of $50 per year per lot was in 2017 for a road maintenance fund.  That increase generates $7250.00 annually.  As the cost of EVERYTHING escalates, so does the cost of servicing all of the areas that the HOA is required to maintain - common areas, pool, and roads.  Our annual dues contribution must increase accordingly, therefore, homeowners should be prepared for an increase in 2024.
  • Grounds contracts are under review.  We currently have four proposals and are awaiting one more.
  • We are soliciting pool maintenance contract proposals.
  • We will be evaluating pool treatment...currently we run chlorine in winter and salt in summer.  We have been advised that a salt generator twice the size of our current equipment could keep up with year-round salt treatment.
  • We are trying to set up a meeting with the other HOA presidents to discuss common interests and seek to save money through collaboration of services.
  • After a survey of the area and confirmation of an issue, the Board attained a permit to trap beavers in the wooded area on Stump Blind Trail between Hunters Trail and Bear Stand Trail.  We also entered into a one year contract with a trapper.  

Secretary's Remarks: 

  • There were no homeowner inquires via email since September 2022 meeting.
  • It would be beneficial to have email contact with homeowners.  If you feel inclined, submit your personal email through the Contact Us page.

 Committees:

Pool

  • The pool was winterized and closed for the season.

ARB

  • The Board received a team of community member volunteers to serve on the Architectural Review Board: Ashley Carson, Kay Wallace, and Sharon Carrol.  Their duties include reviewing form submissions from homeowners to ensure compliance with by-laws.  Please submit your ARB forms to our team for review through our Contact Us page. 

Treasurer's Report:

  • Most homeowners are up-to-date with dues.  We are working with others to meet their obligation.
  • The Board received a community member volunteer to serve as Treasurer:  Nikki Villa.  Duties include monitoring finances as reported by Sisbro Properties.  She will serve a two-year term ending in 2024.

 Homeowners Forum - 15 homeowners in attendance.  4 proxies recorded.

  • Why did homeowners receive a mailer with the guidelines for low speed vehicles?  Board Response:  The notice was sent because we continue to receive complaints about infractions.  This is not a Board enforcement issue.  Homeowners can report issues to Horry County Police.  The Board entered into an agreement with Horry County Police which gives authority to enforce traffic violations on private roadways...the consent of enforcement was filed with the Legacy deed.
  • Report of continued problems with homeowners parking on lawns.  Board Response:  The Board will send a letter to these homeowners with associated fines.
  • Are two exit points for the neighborhood required by law?  Board Response:  The Board will ask our attorney to investigate.  In the interim, the Board is seeking to negotiate access through the Plantation gate for Legacy homeowners.
  • Can the Legacy charge the Plantation homeowners road fees?  Board Response:  No.

 Meeting was adjourned at 10:22 AM

 

The 2023 meetings will be on January 10th, March 14th, May 9th, July 11th, and September 12th at the Holy Lamb Lutheran Church on Forestbrook Road at 5:30 PM.

The next annual meeting will be on November 11th at 10:00 AM.
