Meeting called to order at 10:00 AM on November 9, 2019

HOA Board elections:

The were no candidates running for a position on the board.  All incumbents will continue in their current roles.  

 

President’s Remarks:

  • The September 2019 meeting minutes were approved.
  • R. H. Moore successfully completed the storm drain and catch basin cleaning project in January. 
  • Coastal Asphalt repaired the recurring sink hole on Squealer Lake Trail with a final cost of $9895.50.
  • The Board completed Phase 2 of the process for allowing the Horry County Police and S.C. Highway Patrol to enforce all traffic laws on our private roads .  Phase 3 includes signage modifications.  The board approved new signage costing approximately $1,400.00.  The final phase requires approval by the Horry County Attorney's office.
  • The board solicited cost estimates for treating Legacy roads.  Coastal Asphalt provided an estimate of $51,701.59 for seal coating and re-striping with a 1-year warranty included.  Total Asphalt provided an estimate of $54,352.00 for an application of refined coal tar (sets up in 24 hours) or $62,116.00 for an application of Veritas Green (sets up on 2 hours) with a 5-year warranty for both application choices.  The board is seeking 3 additional bids.  The estimate to repave is $600,000.00.  
  • Annual dues will remain $400 per year for 2020.  $350 will go to the general fund and $50 will go to the road fund.

Secretary's Remarks: 

Reported homeowner inquiries via email.

 

Committees:

Pool

Winterized and Closed for the season.

ARB

A few homeowners have sought approval for sheds.

Financial

Homeowners 2 years behind in payment will/have been taken to small claims court.

 

Homeowners Forum - 14 homeowners in attendance.  7 proxies recorded.

  • Is the pool parking lot closed along with the pool?  Board response: Yes
  • Can the Legacy Covenants be amended to include golf cart restrictions?  Board response: Amendment to the covenants requires a 2/3 homeowners vote.  The Board will seek advice from our attorney about changing rules and regulations to meet the Horry County Statutes.
  • Who is responsible for curbing repair?  Board response:  The HOA will coordinate repairs once notified.  

  • The fence leading to the middle school needs to be repaired.  Board response:  Sisbro has been notified and will coordinate repair.
  • Who is responsible for replacing the American flag at the community entrance?  Board response:  The individual HOAs rotate purchasing a new 5x7 American flag.  Willie Wirth replaced the POW flag.
  • Landscaping and parking issues were reported.  Board Response:  Sisbro will send a letter to the homeowner(s).
  • How are issues with privately owned drain ditches addressed?  Board Response:  HOA can address issues with property owner if documentation is provided.
  • Are solar panels permissible? Board Response: Yes, if approved by the ARB and installed on the back of the house.

The 2019 meetings will be on January 14th, March 10th, May 12th, July 14th, and September 8th at the Holy Lamb Lutheran Church on Forestbrook Road at 5:30 PM.

The next annual meeting will be on November 14th at 10:00 AM.
