Meeting called to order at 5:30 PM on May 8th, 2018

President’s Remarks 

  • March meeting minutes were approved as published.
  • The Board will be considering a more structured opportunity for member participation.  A postcard will be mailed to all homeowners with more information.
  • Road repairs have been completed. 
  • Presented the progress to-date for ongoing storm drain cleaning.  Our initial contractor has not fulfilled contractual obligations and the Board will be exploring additional options.  However, what we do know to-date is that some drain outfalls are underwater, and in some cases, under mud and silt.  Where the latter condition exists, the storm drain cannot be completely flushed out, thus leaving a potential for back-up during very heavy rains.  The Board will continue to evaluate options and advise the members of the HOA as these options become more clear.

Committees:

Pool

The pool opened on April 28th.  See FAQ(s) for community pool guidelines.  The Board replaced 5 chairs and 5 lounges, conducted power washing and repaired a leak in the Men’s Room.

ARB

The Board is addressing conformity issues with Lot 7.

Financial

7 homeowners are approaching 2 years delinquency.  The Board plans to file actions in court the week of May 14.

 

Homeowners Forum - 18 homeowners in attendance.

  • Request for speed bumps on Squealer Lake Trail.  Board response:  The Board will investigate and take action deemed appropriate.     
  • Palm trees on Hunters Trail need to be cleaned up.  Board response:   Dead palms will be removed, but may not, in all cases, be replaced.
  • Complaint about excessive letters regarding yard decor and trailers/campers parked in driveways...feel as though enforcement is not equitable.  Board Response:  The Board follows Covenants, Conditions and Restrictions when issuing non-compliance letters. Non-compliance letters are sent upon Board confirmation of a violation.  No letter will be issued for an unfounded accusation.
  • Concern over children driving golf carts in the neighborhood.  Board Response:  Must be a licensed driver to operate a golf cart. Residents are encouraged to contact the Highway Patrol Office, Post D Headquarters (Horry County Patrol Office) at (843) 365-5004 to report violations.
  • Concern over unattended/unleashed cats and dogs roaming the neighborhood.  Board Response:  It is against Horry County Code and Legacy Rules to have any pet roaming off of homeowner property. Horry County Animal Control's phone number is 843-248-1520.

  • Please explain the Article VI, Section 11.  It states that commercial vehicles are prohibited to be parked in driveways. Does this include Commercial Enclosed Trailers?  Board Response:  Yes, this includes commercial trailers, enclosed or open.
  • How can I obtain a copy of the Legacy financial statement?  Board Response:  A copy of the Income Statement and Balance Sheet may be obtained by contacting Sisbro Properties at 843-626-8797.
  • Are there ways to cut down on dues?  Other subdivisions have started their own ground crew to keep common areas cut.  Board Response:  The Board believes that relying on volunteer support to maintain the common areas is both imprecise and has the potential for significant liability.  We will continue to employ professional landscaping personnel. 
  • Ongoing concerns over water levels and potential for flooding.  Board Response:  See Presidents remarks above. 
  • One homeowner presented the Board with a list of potential violations of the Covenants, Conditions and Restrictions.  Board Response:  The Board will review the list provided and determine if the allegations can be substantiated, and respond accordingly.
  • Is it "allowed" or permissible for a homeowner who lives on a lake lot in Hunters Ridge to be able to install a pump and drain water from the lake or pond to irrigate their yard?  Board Response:  The covenants prohibit any discharge into the pond but do not prohibit extraction for the purpose of providing irrigation.
