President’s Remarks

  • There are two positions on the board that are up for election: Willie Wirth and Mike Burrell. Election held at the end of meeting.  No additional nominees put forth.  Willie Wirth and Mike Burrell were nominated and approved.  No opposition to these two appointments.  The existing board will serve for 2017.
  • Andrew J. Markunas, PE Deputy County Engineer reported to the board: "In summary, we discussed the need to resurface the roads every 15-20 years (if roads are in good condition) - current costs run about $200,000 per mile.  This would be required prior to county acceptance along with a $15 per linear foot warranty guarantee.  There is also a small section of private road near the school driveways (Panther Parkway) that is outside the HOA's jurisdiction - this section of road would also need to be resurfaced and dedicated to Horry County if the HOA decides to go forward (for connectivity between public roads)." In summary, we as a community would be required to repave and replace speed bumps at a cost of $200,000 per mile.  We have approximately 3 miles of roadway.  The HOA decided that it would be too expensive to dedicate the roads to the county at this time. We could possibly add a slurry coat to the roads in the future.  Currently seeking a quote.  More information to be presented at January meeting.

Financial

  • 15 homeowners have not paid their dues for 2016.  Homeowners 2 years behind in payment will/have been taken to small claims court.
  • HOA dues will increase $50 per year.  The new annual dues will be $350 per year beginning in 2017.

Homeowners Forum - 22 homeowners in attendance.

  • Street light out on Perdiz Covey.  Get pole number from light and report outage to Sisbro properties at 843-626-8797.
  • Concern expressed over construction vehicles on Legacy roads.  Sisbro advised that there were significant difficulties in enforcing limitations or restrictions on construction vehicle traffic.
  • Untagged vehicle.  Letter sent to homeowner.
  • Gate separating Legacy and Plantation revisited.  The Planning and Zoning office rescinded their initial approval for the gate.  The Board is attempting to recover the paper trail from the county to help the Board assess further actions.
  • Drainage issues.  Legacy storm drains empty into the various interconnected ponds within the Legacy.  The Board has asked Sisbro to attempt to locate any documentation that would provide more information on the ultimate discharge points from these ponds.
  • Brush fire between Legacy and Forestbrook Middle School building.  Letter will be sent to the Middle School asking for increased attention to student activities.
  • LED lights to replace existing lighting to save money.  Sisbro will investigate.
  • Vandalized cars.  Report suspicious activity to Horry County Police.
  • Homeowners new to the neighborhood seeking information relative to Legacy Convenants.  ARB information/forms and Covenants to be added to the website. Welcome letter to be designed for new homeowners.

Next meetings will be on January 10th, March 14th, May 9th, July 11th, and September 12th at the Holy Lamb Lutheran Church on Forestbrook Rd at 5:30 PM.
